New RCA Reference Tariffs December 2024 update

The Financial Supervisory Authority (ASF) published the new RCA reference tariffs in December 2024. These tariffs show an increase compared to July 2024, when they were last updated. Since July, tariffs have started being calculated based on engine power and geographic region. For example, insurance premiums for drivers in Bucharest and Ilfov are calculated differently. The largest differences occur among drivers over 60 years old and those with vehicles with engines over 300 kW (407 HP).

Report on the determination of RCA mandatory insurance prices

In the recently published report, ASF mentions that detailed statistical analyses were carried out regarding the main risk factors: damage frequency, damage severity, and risk premiums. The risk model was calibrated based on damage trends and the homogeneity of risk segments:

  • Engine power (KW) for passenger transport vehicles, SUVs and mixed vehicles with a maximum authorized weight under 3.5 tons and maximum 9 seats.
  • Insured person’s age for passenger transport vehicles, SUVs, and mixed vehicles with a maximum authorized weight under 3.5 tons and maximum 9 seats/individuals.
  • Geographical area/region: Bucharest/Ilfov and other counties.
  • Vehicle weight (kg) for freight transport vehicles.

The evaluation period for the new RCA reference tariffs covers the last 5 years, specifically from July 1, 2019, to June 30, 2024.

The new RCA reference tariffs are indicative and do not represent the actual prices for policies. Insurance companies may charge lower or higher premiums depending on the risk factors considered by each insurer. Additionally, the driver’s history influences the price, with discounts granted for accident-free records. Contact an insurance broker from Destine to receive the suitable offer.

Conversely, prices may increase if the driver has been involved in accidents. According to the bonus-malus system, premiums can be reduced by up to 50% or increased by up to 180%.

Although the new RCA reference tariffs will come into effect on January 1, 2025, mandatory car insurance prices will remain capped until March 2025, according to current regulations.
