Main elements for a home insurance

In the case of a house, the insured amount must represent the new value, which should cover the expenses necessary for the complete construction of a similar dwelling.

Compulsory home insurance
Natural Disaster Insurance (PAD) is mandatory for all constructions with permanent or temporary housing, starting from 2010.

The PAD policy covers three risks of natural disaster – earthquake, floods and landslides. The insured amount and the policy price are established in two variants, depending on the type of home:
The insured amount, for type A dwellings (construction or resistance structure of reinforced concrete, metal, wood, exterior stone walls, burnt brick or any other materials resulting from a heat or chemical treatment), with an annual price of 20 euro.
The insured amount, for type B homes (constructions with exterior walls made of unburned brick or any non-heat treated materials), with an annual price of 10 euros.
Compulsory home insurance

The PAD policy covers three risks of natural disaster – earthquake, floods and landslides. The insured amount and the policy price are established in two variants, depending on the type of home:
The insured amount, for type A dwellings (construction or resistance structure of reinforced concrete, metal, wood, exterior stone walls, burnt brick or any other materials resulting from a heat or chemical treatment), with an annual price of 20 euro.
The insured amount, for type B homes (constructions with exterior walls made of unburned brick or any non-heat treated materials), with an annual price of 10 euros.
According to Law 260/2008, depending on the materials from which they are built, the houses are divided as follows:
Housing type A – construction with resistance structure made of reinforced concrete, metal or wood or with exterior walls made of stone, burnt brick or any other material resulting from a heat and / or chemical treatment, for which the insured amount is 20,000 EUR;
Housing type B – construction with exterior walls made of unburned brick or any other material not subject to heat and / or chemical treatment, for which the insured amount is 10,000 EUR.
Compulsory insurance costs 20 EURO / year for type A buildings and 10 EURO / year for type B buildings.
Owners who do not insure their homes against natural disasters can be sanctioned with fines between 100 and 500 RON.
Optional insurance of residential buildings
It comes in addition to the compulsory PAD insurance, by covering several risks as well as as a surplus of the insured amount on the 3 risks covered by PAD.

- content goods (eg furniture, carpets, clothing, footwear, electronic / household goods, heating / cooling, etc.) a
- natural phenomena: earthquake, flood, landslides (for these risks the deductible from the PAD policy of 10,000 / 20000euro is applied)
- fire, lightning, explosion, body falls, collision by vehicles, sonic boom, atmospheric phenomena (storm, hail), alluvium, weight of snow / ice, piped water; theft (by burglary or robbery), vadalism, strikes, riots, civil unrest.
- disposable goods;
- accidental damage
- civil liability to third parties
- personal injury
Damage caused by or resulting from:
- war (declared or not);
- invasion or action of an external enemy;
- civil war, revolution, rebellion, insurrection, military dictatorship, conspiracy;
- confiscation, expropriation, nationalization, requisition, seizure, destruction or damage by order of any government in law or in fact or any public authority;
- atomic explosion, radiation or radioactive infestations;
- pollution or contamination due to any cause;
- wear, fermentation, damage caused by fungi, insects, rodents, birds and other pests, corrosion, as well as those produced by smoking, staining or grinding from a normal heat source;
- unsuccessful repairs, reconditioning or restoration;
- the collapse of the building due to construction defects, its age or its state of degradation, without being related to any of the insured events;
- wear and tear, damage caused by fungi, insects, rodents and other pests.
